Solar ATAP in Malaysia: A Homeowner’s Guide
Learn how Solar ATAP works in Peninsular Malaysia, who is eligible, how solar electricity credits work and what homeowners should know about the SuRIA Home rebate of up to RM3,000.
Thinking of Installing Solar Panels at Home?
If you’re planning to install solar panels at home, you may have heard about Solar ATAP, Malaysia’s rooftop solar programme introduced in January 2026.
Solar ATAP allows eligible homeowners to generate their own electricity, use solar energy during the day and export surplus electricity to the TNB grid for bill credits.
The government has also introduced SuRIA Home, a cash rebate of up to RM3,000 for eligible residential solar customers.
Here’s what you should know before getting started.
This guide focuses on Peninsular Malaysia. Sabah and Sarawak have separate solar programmes and incentive arrangements.
What Is Solar ATAP?
Solar ATAP stands for Solar Accelerated Transition Action Programme.
Introduced on 1 January 2026, it continues Malaysia’s efforts to encourage rooftop solar adoption following the earlier Net Energy Metering (NEM) programme.
Under Solar ATAP, eligible homeowners can:
- Generate electricity using rooftop solar panels.
- Use solar-generated electricity to power their homes.
- Export eligible surplus electricity to the TNB grid.
- Receive electricity bill credits based on the programme’s applicable rules.
Solar ATAP is administered through the relevant government agencies, including the Sustainable Energy Development Authority (SEDA) Malaysia, with TNB involved in grid connection and electricity billing.

How Does Solar ATAP Help Reduce Your Electricity Bill?
Solar ATAP provides two main ways to benefit from solar electricity.
Use Solar Electricity at Home
During the day, your solar panels generate electricity that can be used to power household appliances such as air conditioners, refrigerators, washing machines and other electrical equipment.
Using your own solar electricity means purchasing less electricity from TNB.
Export Surplus Solar Electricity
When your solar system generates more electricity than your home is using, eligible surplus electricity can be exported to the grid.
Under Solar ATAP, this exported electricity may provide credits against the applicable energy component of your TNB bill.
The export credit value is not necessarily the same as the full retail electricity tariff. Credits are subject to the programme’s billing rules and cannot be assumed to eliminate your entire electricity bill.
Who Can Apply for Solar ATAP?
Solar ATAP is available to eligible TNB customers in Peninsular Malaysia.
For homeowners, key requirements include:
- Having an eligible registered TNB electricity account.
- Meeting the applicable residential solar installation requirements.
- Not already being registered under an incompatible NEM or SELCO arrangement.
- Complying with relevant electrical safety and grid connection requirements.
- Appointing a SEDA-registered PV service provider for the Solar ATAP application.
Certain multi tenant electricity arrangements and other generating arrangements are excluded.
For condominium or apartment owners, eligibility should be checked carefully because building management rules and electricity account arrangements may differ from landed homes.

How Many Solar Panels Can You Install?
The suitable solar system size depends on your electricity usage, roof space and electrical supply.
Under Solar ATAP, the standard residential capacity limits are:
| Electricity Supply | Standard Capacity |
|---|---|
| Single phase | Up to 5 kW |
| Three phase | Up to 15 kW |
Installations above the respective thresholds may be considered subject to the required technical assessments and approval.
For example, SEDA lists a Connection Confirmation Check (CCC) with a published RM1,000 assessment fee for domestic installations exceeding the applicable threshold.
What Is the Latest SuRIA Home Rebate?
In May 2026, the government announced Sustainable Rebate & Incentive Assistance (SuRIA) Home, a financial incentive designed to encourage more Malaysian households to install rooftop solar.
Eligible residential Solar ATAP customers may receive a one-time cash rebate.
| SuRIA Home Details | Published Information |
|---|---|
| Rebate amount | RM600 per kWac |
| Maximum rebate | RM3,000 |
| Programme period | 1 June - 31 December 2026 |
| Eligibility | Qualifying Malaysian residential Solar ATAP customers |
| Allocation | First-come, first-served, subject to available funding |
For example:
| Eligible Installed Capacity | Potential Rebate |
|---|---|
| 3 kWac | RM1,800 |
| 4 kWac | RM2,400 |
| 5 kWac | RM3,000 |
The maximum rebate remains RM3,000 even if an eligible installation exceeds 5 kWac.
What Should Homeowners Know?
- The rebate is not automatically deducted from your solar installation quotation.
- Eligible applicants must meet the programme’s requirements, including restrictions relating to previous SolaRIS rebate recipients.
- The solar installation must be successfully commissioned within the prescribed period.
- Rebate payments are made through the specified TNB verification and application process to an eligible local bank account.
- Funding may be exhausted before the published deadline.

How Do You Apply for Solar ATAP?
The application involves several stages, including system assessment, technical requirements, installation, commissioning and documentation.
Here’s a simplified homeowner journey.
Step 1: Check Your Electricity Usage and Roof
Review your TNB bill, electricity supply type and available roof space to understand your solar requirements.
Step 2: Engage a Registered Solar Provider
Appoint a SEDA-registered PV service provider to recommend a suitable system and guide you through the applicable requirements.
Step 3: Complete the Required Assessments and Programme Application
Your provider should arrange any necessary TNB technical assessment and assist with the Solar ATAP application through SEDA’s eATAP system.
Step 4: Install and Commission the Solar System
Once the applicable requirements have been met, the system is installed, tested and commissioned by the appropriate qualified personnel.
Step 5: Complete TNB Meter and Contract Arrangements
After successful commissioning, the relevant documentation is submitted to TNB for the required meter and Solar ATAP contract arrangements.
Step 6: Check SuRIA Home Eligibility
If you qualify for the rebate, follow the prescribed TNB application and verification process.
The actual workflow and timing depend on the installation. Always follow the latest SEDA and TNB requirements rather than starting installation without checking the applicable procedures.

What Happens After the 10-Year Solar ATAP Contract?
The Solar ATAP arrangement has a 10-year contract period.
During this period, eligible surplus electricity exported to the grid can receive bill credits according to the applicable programme rules.
After the 10-year period, the solar installation moves to a self-consumption arrangement.
This means you can continue using electricity generated by your solar panels at your property, but exported surplus electricity will no longer qualify for Solar ATAP offset credits under the existing contract terms.
The solar panels do not automatically stop working when the contract ends.
Homeowners should consider this when evaluating the long term benefits of their solar investment.
Is Solar ATAP Worth Considering?
Solar ATAP may be worth exploring if you:
- Own a suitable property with available roof space.
- Want to reduce electricity purchased from TNB.
- Have daytime electricity consumption that can benefit from solar generation.
- Are planning to manage long-term household electricity expenses.
However, the financial benefits depend on your system size, electricity usage, solar generation, installation cost and applicable export-credit arrangements.
A properly sized system is often more important than simply installing the maximum number of panels.
